Well, given that I think that we'll be getting them in game 2, I don't think it unreasonable to see them represented as some minor factions. Like, Estalia/Kislev style side nations to introduce some pressure into their zone, so it's not boney infighting 24/7. Otherwise, what will their enemies be? Goblins only is fine without mods
either lord is fine to start with, you get spiders or something with azhag and you get a doom diver with grimgor, boot everybody out and get a goblin great shaman to start with, spam sneaky stabbin' and you'll do fine against other greenskins early on
Big bosses are great assassin agents and also work as a morale pin and melee support in battles, so get one of those too
most of your kills will actually come from ranged units while regular goblins pin things down with their large unit sizes, or from monsters like trolls and arachnaroks (the latter takes like 50 turns to get but is entirely worth it)
