I know a lot of male artists that can't draw a face, or they can only draw one kind. Same with female.
In those cases, what separates the good from the bad is just artistic skill, specifically anime influence. If you started off just copying manga and never really focused on structure or proportions, faces are always going to look bad or generic.

Asgore isn't actually genocidal, he made a declaration of war in rage after humans murdered his kid and then spent the next X years on damage control while still keeping his people hopeful and willing to actually live.
