She's in a Knights class, which almost always have better stats than Horseman classes, and her ATK is barely higher than Medb's. Charging the NP bar is a pretty big demerit as well, especially since the whole point of charm is to stall for a turn, raising the bar completely invalidates that purpose. Medb's skills don't actually have any demerits, so overall they're about even.

I know you've rolled her and you're trying to make yourselves feel better, but she really is about as bad as Medb. By the way, her attack boost only boosts her own attack 2% more than Medb's, and given that she's supposed to be on an Anti-Male team you're not really too likely to have Males out with her. Even if she's slightly better, 8.5 is way too high, or 6.0 is too low, one or the other.

It's more than that, the def debuff is huge and stacks with the attack buff to benefit the whole party, the charm is basically guaranteed, and the invulnerability has a ton of effects for crits, star gen, NP gain, etc. at up to a 50% boost so you can brave chain with it when the opportunity comes up and not worry about the stun the next turn. While Tamamo's skills offer better effects overall, the demerits bring it down somewhat, whereas Medb's skills (about from Golden Rule (Body) are largely mediocre in their effects but offer no demerits.

The longest amount of time it takes for an enemy to charge an NP without you draining it is 5 turns. If you can't go 5 turns against an enemy without having to stall them, you have bigger issues then if the stall will give them a charge or not. Even in raids, you generally won't be using the skill more then three times.
And the stat differences between classes isn't as drastic as you are claiming. The top attacks are generally Avengers and Berserkers, then Sabers and Riders. Archers have high numbers but the demerit class modifier.

If you aren't using Tamamo like an idiot, the only issue should be the stun on her block, which is a problem but nowhere near enough to negate all the shit she has over Medb. She's better then Medb at even the most cursory glance, so she's a decent chunk above her on the tier list.
