I'd actually prefer something more focused, something that only hints at LOTR. The other places of Middle-Earth (the ones nor featured in the books so prominently) are criminally underrepresented everywhere.

If I ever did the mod, I wouldn't tell people it's based off LoTR. I'd hint it through dialogue. Obviously the people who read "harad" or "umbar" and remember shit/read the books would get it outright, but I still think it would be nice to not tell people and only drop hints.

Either a mod like that or one set in Arrakis, which would be hard because "lol worms" or more easily, a mod set in a planet during Muad'Dib's Jihad

For the player character? On the field? Never. IN THEORY, horse archery can pay off, but you're much better off just rolling a lancer or general cavalry meleeman.
Now, a siege crossbow in a siege requires next to no stat investment and can kill most targets in one shot to the head. You're going to be doing a lot of standing around, so it's worth it.
