To be fair there's not much point to including a super mode if its a pain in the butt to use and doesn't provide that huge a boost in the first place, so I can understand why they stopped using it.

The sp limitation does provide a fine middle point between being able to easily go HDD and it costing enough that it's not something you pull off each fight, given that sp is not really that easily renewable, or at least it would be if SP skills weren't totally outclassed by normal attacks in that game.

At least in RB1/2 you could get SP just leveling up or using pots (which weren't costly at all).

In RB3 you only get SP hitting monsters physically (each successful hit gives 3 SP) and the pots are costly as fuck.
