You'd just create a dupe Azeroth where Theramore is intact, and time travel wouldn't change the fact (in character's mind, not my opinion) that the Horde slaughtered many innocents. At best, you could migrate Theramore citizens from Azeroth #2 to #1, but why do that, if Theramore #2 is intact and everyone's happy there? Would the point be then to ensure the existence of a Theramore that survived and that's it?

It'd be a completely pointless and irresponsible thing to do.

Because they'd need to remove all the quest lines from it and create new ones somewhere nearby. It's a considerable amount of extra work for a "simple" plot point.

They did vanilla zones in Cata because that was the whole point of the expac.

It's the Alliance entryway to Kalimdor, it's a city of strategic importance.
Everyone there could be useful in the war effort.
Bringing it there from the past and essentially resurrecting and rebuilding the city makes perfect sense. It's a free army.

Clearly this can be done since we know:
1. Things can be taken from the past
2. Cities can be teleported
3. Living people can be taken from the past

Why WOULDN'T you take alternate world cities and add them to your own?
Worried about starvation? No problem just bring hundreds of those Pandaria farms over too.
