I've been checking some values and tweaking a few things, now I'm going to test immigration distribution in the US. Instead of having New York starting as a black hole of immigrants thanks to its LR, all of the US will have the same (35) LR. The starting LRs will be restored as the game goes on. In California, the LRs will go back to 45-40 when the Gold Rush happens, in Texas they will be restored once Oil is discovered and in the East Coast, Chicago and Detroit they once the Statue Of Liberty arrives.
The objective is to guarantee that the mid-west will be more properly colonized and for immigration to happen more organically, that is, pops will prefer states with factories and now just New York because the LR there is 50.
Also has the added benefit of stopping mexicans preferring to go to San Francisco during the game start, now that will only happen once the gold rush happens.

They rarely declare war on these places normally since they have low pops, which is one of the reasons there are random historical events that deal with that if they are sphered.

The Ainu should probably assimilate far faster because that's what happened historically, right now they tend to be far too numerous. Or kill them off with an event.

The RGOs in Hokkaido are also far too small, if you were to make them bigger and have the population resettlement modifier last for a couple of more decades, the population would end up being historical and balanced.

Also population resettlement decisions should also exist for Sakhalin (if you control all of it) and Outer Manchuria.

The current system is from NNM which is also inherited from PDM. They are practically the same thing, the only change is that PDM makes rebellions way more likely at 4 average militancy and higher, PDM doesn't have any boxer rebels and fascists in NNM are more likely to rise due to unclaimed cores. Beyond that the only thing that changes is spacing, which affects nothing. There's nothing military related in PDM, probably because that's already in the base game: pops are more likely to rise if you have a smaller army. Nothing about reducing militancy in any of the modifier files either.
I don't think having a large military should reduce militancy as that never stopped anyone from getting mad at the government.

That said, at some point I will rework the whole thing. The NNM/PDM files uses a scale way bigger than vanilla (10 times the value vanilla uses in average IIRC) and both NNM and vanilla have some useless modifiers that contribute to rebellions (like any country with more than 10 plurality gets a 15% bigger chance of rebels spawning for most rebels, in vanilla all civilized countries start with more than 10 so that's basically redundant).

For multinational,dynastic states held together by a monarch,Austria/Austria-Hungary and the Russian Empire, if ever they cease being a monarchy, such as falling to rebels, then national minorities should begin the process of breaking off.
I know the Ottoman Empire has a fall of the Ottomans event that represents that fall of the empire and the emergence of a state for Turks with no multinational pretensions.
The current Qing dynasty events suffice for this i believe.
I write this because it seems to me that these states had a monarch that was the sovereign. That their inherited dynastic titles made their government and rule legitimate. And without the sovereign it all falls to pieces.

For rebel spawning, that is. For rebel rising it takes double the time in NNM than vanilla, at least for the base factor. PDM practically nullifies that with its average militancy increase the chance of a rising thing.
Basically pops join rebels easier in NNM/PDM than vanilla but also take double the base time to actually rebel. Except in PDM.

Having a coup/losing to rebels should have a more traumatic effect in a few cases, but it's hard to have the game know when and how it should happen. If a rebellion happens as a quick and bloodless coup in London, for example, when word reaches India it's probably the new government is already firmly in control.
I guess it also kinda happens naturally as during high militancy minorities will try to separate.

I anticipated being absolutely BTFO by the Germans once they came knocking through Yugoslavia so I built forts and AA at Athens, being the only real place I can normally hold. I was then going to fight in North Africa and hopefully Italy. Didn't work out that way.

I managed to fight everyone to a stalemate in the mountains and the Germans go too distracted by Barbarossa and they all left. I'm here dealing with vastly inferior divisions from the minor Axis countries. I don't have the manpower to push back and one mistake could still fuck me back to Athens but I am allowing them to occupy Larisa/Volos then with a single LARM division and that stack of infantry I retake Larisa first chance they look a bit weak. Once Volos is surrounded they collapse quickly to 3 INF divisions, then I retreat and repeat. I completely wipe out 9-10 divisions a month this way.
