If your latency is good, yes

If it's a tiny delay, you should do it regardless, because you're trading like 0.3s of a GCD for a good increase in pps because DRK skills come off cooldown so fast

Game is still alive, very easy to find people to socialize with, but most aren't willing to run anything other than the most recent content. If whatever you're trying to do isn't difficult you can just use the random matchmaking feature as it spans across multiple servers, so that isn't a problem unless you're trying to explore every single part of the game.

They're pretty active. If you're looking for servers that are specifically busy during EU hours, then it's the thing for you. The only thing to keep in mind is to try and avoid the ones filled with Germans/French as the language barrier will make you miss out on a huge part of the community. If you're not too bothered by EU times not being the most active ones, I would personally recommend NA servers (just not on the Primal data center, it's really dead at EU times) as with more English speakers it feels more active and the people are more talkative.

There is A LOT of content, but people really hate doing things for fun so you would have to find a group of friends to experience all the non-newest content with.

Balmung is the single most populated server in the game, and also has the largest /xivg/ community. It's also the unofficial (E)RP server, but with the size of the population you won't feel alienated in the slightest even if you don't do those things. I've managed to find more than enough friends just from the threads/discord that I didn't feel the need to reach out for more people, and in comparison to other servers I've been on it feels a lot more noisy. Some people might complain that Balmung is populated, but most of the people don't even play the game (as it's more social/RP oriented). If you don't like the sound of that, you can always try Gilgamesh as the server is more endgame content oriented and you can find lots of parties recruiting even at EU times. If you're dead set on playing on a EU server, Odin is the main English speaking server.

Good choice due to fast queue times. Some people feel tanking is pretty stressful, but even if you're still trying to get used to it the early dungeons are pretty forgiving.

The RaF system here just gives items to both the referree and the referrer (the 20% extra exp headgear until lv25 is really nice) You have time to enter to referral code until you start your subscription (which doesn't include the free 30 days you get by buying the game), so I wouldn't feel rushed about it.
If you want to test the game out, there is a free trial at http://www.ffxiv-freetrial.com/ which let's you play the game for two weeks with some restrictions like lv35 cap (you can do multiple classes on one character, so you could spend all that time trying everything out and finding what you enjoy) and no ability to send tells to other players (say/party chat is still fine so you're not stuck completely silenced)

The game is alive and well, though in the middle of a content drought. The next large content update will have arrived by the time you get to the endgame if you don't rush it. so it should be fine.
EU server population is pretty evenly spread with only a few exceptions, Ragnarok and Cerberus have the highest populations and the most active raiding scenes, with Odin shortly behind. The only active EU /vg/ group is in Moogle, which has an above average population, if you're interested in playing with us, but it's mostly a French server.

There's a shitload of content of different types, but not as much endgame PvE raiding type stuff as some people would like. It's definitely not an ERP bait game.

You'll need to go through the game's storyline to really get to the endgame, and that's gonna take you a few weeks at a moderate pace. After you get to the level cap, expect another few days to get good enough gear to do current basic endgame content. High end raiding stuff would take serveral weeks, but the new content update should have arrived by then.
If you just focus on catching up, you could easily be on an even playing field with the rest of the playerbase when 3.4 hits and you could start raiding as soon as everyone else, if you're a competent enough player.

You can just open a regular trial account and apply a RAF thing before you buy the game and both you and whoever gives you a code will get the full benefits.

Why are tank stances given so late? I'm leveling an alt now and I honestly forgot how hard it can be to keep hate, if not impossible when everyone else outlevels and outgears you. It seems like you should get a basic stance at 15 just for aggro, and a trait at 30 could add the defensive aspects. It's no wonder tanks are almost always the job in need, I imagine a lot of people give up on them early on with how bad it feels like you do.
