There is no exact rank, the top 500 is based off a hidden ranked MMR and not your basic ranked rank, ontop of this it's also different on each server.

Generally people get in around 78, due to all the smurfing and matchmaking abusing it might be around 79 now.

What I like to do when I'm playing Genji on attack is to flank around and harass the enemy until the team is ready to move it. Once the team starts moving in, I pop my ult and can usually kill 2 or 3 people. There's better ways to play Genji (I know someone who was #76 for Genji on PS4 who plays him way better than I ever will) but this method has gotten me the best results.

Your shield's function is less about allowing your team to move forward but more about allowing your team free DPS. You use the shield to push when the enemy doesn't have enough DPS to pop your shield, but when they do have a lot of DPS your job is to figure out who does the damage on your team, and set up like a one way wall so your team mates can get free damage on the enemies. There's a bit of back and forth for a bit but ultimately you'll out last them and will eventually be able to push.

I should have been more specific. I have no problems killing someone like 76 or Reaper, it's Tracer and Genji where I have problems using fan the hammer. The buff to fan made it much easier to kill them, but there are still plenty of moments where they get away because of their skinnier hitboxes making it a bit harder to land shots.

If you find yourself dropping a lot of games the best advice I can give you is to just group up, find someone else that's around your level and play with them. Focus on playing roles that matter like DPS or Zarya and try to avoid playing in the late night/early morning hours. Weekends can also be really bad for getting even games and intelligent teammates.
