Victoria is used over Bell because Bell is a free penetrate. Beth is similarly tanky to Victoria, but slow, has to act for her totem and is still a free penetrate when coming across some decent attackers.
If you actually spend some time to think about this, you'd understand exactly why Beth is shit in pvp, and Bell is an overall average legendary now instead of the usual DURR REFLEX responses being spouted.

Victoria by herself is fine. Choi and Elaine are far more problematic than she is.

The fact that Silk revives every 3 minutes on the dot, plus every time Linmay passes or is attacked, and every time Metatron is attacked, means that her uptime is pretty fucking constant.
