Elections test the tenacity of the idol's fans. CutePs knows which idols they like and are dedicated to vote for them. They have no obligation to vote for the other Cute Idols to "give them a chance of being voiced". If you want Mirei or whoever to get voiced, then go grind for those tickets or throw your wallet to Chihiro during the voting period.

In any case, Cutes will still get voiced courtesy of the annual CMs. Scamco makes it a point to always keep the type ratio of 2/2/1 per CM batch.
