From my experience RNG in controlled amounts is still a healthy thing for a game. Competitive Pokemon is the best example I can think of, without RNG then battles become more interesting because of the risk of a crit throwing one off the game.

It's not a problem to make battles interesting without any RNG involved, see default fighting games aka MK or SF, or shooters like quake 3.
I'm not saying that risk calculation isn't a skill, but if there is RNG, it's not truly competitive. Poker isn't a competitive game at all. It's a gambling game. You can do whatever you want and the game will still be able to fuck you up.
League has crits and random dragon spawns (you know which dragon and when it will spawn though). Crits exist, but their impact on the game isn't as serious as impact of some RNG stuff in dota like dodge/runes/PA crits/etc
No competent people take dota seriously when it comes to if it is competitive or not, it's a game, but it's far from being competitive.
