What if the new thing they're releasing is a Quartz Shop where you can buy copies of Servants you already own? Say, 10 Quartz for 1 1-Star, 20 Quartz for a 2-Star, 30 Quartz for a 3-Star, 90 Quartz for a 4-Star, 150 Quartz for a 5-Star, because DW are jews who want to milk whatever they can.

You can't buy new Servants, and you can't use the ones you have as Servants. They're basically NP UP tokens that let you cash them in to boost your NP level.

We do know that Anti Fortress NPs are stronger than Anti Army NPs to some degree. We also know that Excalibur is almost as strong as Ea.
Is it possible that an Anti Fortress A++ NP could stronger than an Anti Army EX NP? If so then Merodach could be Anti Army EX and Gram could be Anti Army A++.
