Fallout 4's character development offers no less, and in many cases, much more, development then the systems Fo3 and NV had.


-When it comes to shit like lockpicking and hacking, in Fallout 3 and NV, your 1-100 skill didn't matter, as only every 25 ranks actually let you hack more. In Fallout 4, the 5 ranked perk offers the exact same thing + a bonus power at the end, offering a loss of 0 effective character development.


when it comes to shit like weapons skills, in Fallout 3 and Nv, every 5 points gave you around +3.5% damage, meaning you got around +14% damage every 20 points in Fallout 3/NV.

In Fallout 4, each of the 5 ranked perks gives you +20% damage, and several of the ranks give you additional bonuses like stagger, accuracy, cripple, disarm, armor penetration etc. etc., meaning you quite objectively get more out of one of Fallout 4's perk ranks then you did in 20 skill points from Fallout 3 or NV.

when it comes to shit like stimpacks, in Fallout 3/Nv going from 10 to 100 skill caused them to go up from +30HP to + 90HP, in Fallout 4, ou can reach a point were stimpacks will not only heal you for 100% of your health, but also heal you far faster then before, meaning, again, you get far moreo ut of a Fallout 4 perk then you did 20+ points in a fo3/NV skill

I could go on, but there isn't a single instance were the perk system Fallout 4 has doesn't offer you far more then the skill system of Fallout 3/NV did.

So if you want character development, then you would love Fallout 4, because Fallout 4 lets you develop your character far more efficiently, and far further, then Fo3 or NV did.

Traits had all the same problems birthsigns in TES did.

There were about 3 REALLY good ones that everyone took, there were 3 REALLY bad ones no one took because they simply made the game neigh impossible, and all the rest were just mediocre crap you easily negated after like level 5.

On top of that, the fact you HAD to pick them before you even started playing the game to know how it played, or how those traits would effect your game, just resulted in encouraging people to metagame, and look up guides, so they wouldn't have to restart 4 hours in once they found out they took one of the bad ones.

And its not even JUST TES or Fallout hat has this problem, other RPGs like BG, or NWN, or PoE which have similar systems all have the exact same problems as well.

Its something no company has ever managed to do without fucking up.

And when you can convert most of the traits into perks, like they did with Night Person, Bloody Mess, Chem Resistant, Fast Metabolism, and Finesse, thus allowing you to give those players those same effects, but in a way that doesn't encourage as much metagaming, and doesn't create a situation were a person can literally ruin their entire playthrough without knowing,theres really no reason not too do so.

I'm well aware. And theoretically, that could still fit within the realm of a percentile system. Let's use a simple example with a 200 point cap, meaning that a player's skillpoints and perk bonuses will never add up to anything higher than 200 in a given skill:

Lockpicking.
I approach a "Expert" level locked door, and attempt to pick it.
To roll for what benefits/impediments a player going into the lockpicking minigame is going to have to deal with, first we take the player character's lockpicking skill, and add any bonuses from lockpicking perks.

Perhaps I'm playing a Propector, and so have a fairly high base lockpick - 68. I've also taken two perks in the lockpick tree, for an added value of 75 points, giving me a total of 133.

Now, since this lock is a "Expert" level lock, that means that before any percentile roll is made, it automatically subtracts 100 points from the player's total lockpick skill, leaving us with 33 points.

The bottom 33 entries on a 100 entry list are then randomly selected from, these entries being random modifiers that can be applied to make the lock easier or harder.

The player then picks the lock after this is all silently done beneath the surface.

Actually, due to level gates, it takes longer to reach maximum proficiency in something like a weapon skill, or stimpak healing, then it does in a game like fo3 or NV.

you dont even have to power game to max 2-3 skills by level 10-15 in Fo3/NV, in Fallout 4 that will get you all of like 2 perks into a 5 ranked perk.

You don't need to reach max level to be a god. And that still doesn't change the fact that Fallout 4 is fairly easy because there is no level cap. You can make the game only so hard when the player can level up infinitely and consistently quick.

By comparison, a lot of games are tailored around the player being a certain level when reaching the end-game. This just can't happen when you give the player so much shit to do.

Could it be because people are too moronic to understand how % based systems work? No kidding, most of the time people criticize Morrowind's combat is because they don't get how it works.

I can complain about quite a few things about Morrowind:

a) That combat is fairly boring since I'm essentially spamming left-click.
b) That the most complex part of combat involves moving the right way for your weapon to do maximum damage.
c) That lack of proper animations makes for a dreadful visual experience.
d) That your character unrealistically failed too much. How the fuck do you miss all your hits at a fucking giant crab? You've got to be literally retarded not to be able to hit it with a spear, no matter how little experience you have with it.

All those try can, in 2016, be fixed.

a) Make dodging matter. Make blocking matter. Make aiming your strikes matter. There's a chance you will fail depending on your skills. But if you don't even try to block, the game won't raise the shield for you.
b) Make different enemies have different weaknesses. A crab should be particularly weak against blunt weapons, same with skeletons.
c) Add proper animations to show misses and dodging.
d) Reduce (and increase) failing chances to hit, depending on the enemy.

But here's the thing: Morrowind offered me the best RPG combat I can remember in a 3D game. Because if my character was useless with a sword, I, as a player, wasn't going to change that anytime soon.

No, its because a game with a first person perspective by its nature gives the impression that you are the character, and thus, your ability is their ability.

You not being able to hit when you seemingly do creates a logical disconnect that doesn't exist in something like a third person isometric game since, in a third person ISO game, you aren't in the perspective of the player, thus it doesn't create the impression that your ability is theirs.

That's the point though, it's how modern military works.

The idea is you have your machine gunner lay down suppressing fire and make the enemy keep their heads down while the riflemen move around to flank.

The minigun wouldn't be to do the damage, it's the keep the enemy pinned with high volume intimidation while the laser grunts go in for the kill.
The machine gunner being in power armor just means he has to put less effort into finding a safe firing position and just lay down firepower.

Gameplay/story segregation is at work here. In terms of the lore, shooting somebody in the face with a minigun a couple of times would kill them dead, rather than take off a few percentage points of health.

I have a problem with the ED-E My love and I could Make you Care quests in New Vegas.

Well, days seem to never pass.

I've returned to the Followers Outpost and they are not massacred yet, also I have like 1 game week waiting for the upgrades of ED-E to be complete.

Even with the advancements made in larger seamless downtown areas, NYC is FAR beyond Bethesda's, or anyone's really, ability to do well.

Theres really just no way to make that large of a cluttered area well, without having to seriously compromise en harder then they do.

Well, Far Harbor was larger then even Dawnguard or Dragonborn, And Nuka world, based on its pricing, is going to be that size, and Far Harbor, Dawnguard, Dragonborn, and Nuka World were all larger then Fallout 3's DLc, by quite a lot.

I thought about stopping Starbound for a bit to play with the Vault Tec DLC but man...its basically just a new settlement. I can't even think of a practical use for it for my character, unless it added new stuff that settlers can do.

While It can get terribly boring seeing the same few weapons/armors all over the place, the modular system or armor, and the modding system of both weapon and armor, gives us far more functionality then all the individual armors of past games gave.

Dress them up in vault suits and pipboys.

Many of the new items greatly raise settlement happiness, making it a lot easier to reach 100% happiness.

DLC also introduces a number of items that temporarily boost your SPECIAL.

And theres a new buildable computer that can track your companions for you, in case you frogot where they were.

Then I did the Grand Pagoda? mission and I just fell to my death at the entrance. I didn't see any other way to get into the mission area, I just took the only viable path that seemed available and the game just decided that path should make you fall to your death

Since I was playing with permanent death, my character is dead and I am pissed off at that game

This is the point of my current playthrough.
Establishing the minutemen as a force to reckoned with by turning certain spots into military forts. Coupled with the minute men overhaul and FCOM to patrol the commonwealth before killing cereal. So when the brotherhood do come along there's a respectiable force. And then we bro it up.

Has anybody else noticed weird behavior with using the optimize flag against the papyrus compiler from the command line? I was getting more and more paranoid, adding a bunch of unnecessarily complex logic and checks to a little interface function because I was getting nonsense values.

It turns out that, with the flag on, any negative floats I passed to my function were being multiplied by 100, so e.g. Func(-0.25) was changing to -25.00 instead. The only way I found out was with Champollion ofc. Just changing the signature of the function to use a flag for negative values would let me work around the issue, but do I have to worry about the flag breaking other functionality that I just haven't noticed yet? Is this a known bug? Does anybody actually know what the flag does?

I can't run down Concord or stand outside of Goodneighbor without dropping down to 30-45fps. Anyone else run into this problem?

Shadows are fine, textures are fine; it just seems like there are things in the game that cause the fps drops when I look at them because
if I look away I'll shoot back up to 60fps. I'm not really sure why or how, but I think it might be the game loading things very poorly somehow.

Not convert a gatling laser to run on micro fusion cells but instead make the microfusion cells you put into a laser gun behave like a fusion core in a laser gatling.

My thought process is in a basic laser rifle an MFC would give 30 shots, then the ones that just up damage would simply make the gun draw more power so it drains it faster, while the other capacitor mods would make changes to the efficiency and power draw of the gun.

It would make microfusions cells a lot rare since it would decrease their spawn rate and increase their value by a factor of 30 to make up for the fact that in an unmodded laser gun you get 30 shots per cell, but then if you had the mods that increased the magazine capacity of your laser rifle you'd end up getting more bang for your buck.

I really need to get into modding and learn how to make this idea real. Would it actually work well?

I've never actually used a gatling laser before, how does using fusion cores as ammo really work out? Does having nuclear physicist and the repair bobble head effect make you get more gattling laser ammo?

Could be neat to be able to put microfusion cells into your power armor for like five minutes or less per cell since originally before the invention of fusion cores the armor used small energy cells for power in the lore.

The bug comes into play when settlements exist in multiple cells, and you are close enough to load a cell in a settlement, but not close enough to load the ENTIRE settlement.

The game then sees the settlement is loaded, but also that the settlement doesn't have shit in it because your not close enough for that shit to load, so happiness starts to tank because the game thinks you have no food, water, beds, etc. etc.

The only way to fix this would to be loading the ENTIRE game map at the same time, which would require like a fucking NASA super computer and liquid nitrogen cooling to actually be doable.

The only reasonable solution to this problem is to never fast travel away from the settlement unless you are directly in the middle of it so all the shit is loaded, so that when you fast travel, the game has all the information it needs to correctly keep happiness levels at what they should be.

IT is an easy quick fix, you can turn up the number of cells loaded in the console, which will make it less likely that nearby settlements fuck up.

However, that will exasperate the problem whe it comes to more crwoeded areas, like the area around Finch Farm, the Slog, County Cross, etc. etc, as, with the extended cell loading, its more likely for you to clip multiple settlements at once in that area, causing the bug to happen to all of them when it would originally only happen to one of them.

You clearly have no idea how settlements are tracked internally.

There's a far more appropriate way to track things, but it necessitates rewriting a number of systems to play nicely with it. Take everything I'm saying with the understanding that it's not complete information, because it's far from being this simple, but the problem is essentially caused by the cell-level tracking of settlements taking precedence over the simulation-level tracking of settlements, without settlements having any sort of way to differentiate between the cells making up the area of a given settlement.

Without diving in to peel it apart entirely I can't say this for certain, but there's probably a reason for them tracking things this way, but this bug is the reason that a lot of settlements are smaller than they should be, and also likely why the "settlement anywhere" idea they seem to have been floating was abandoned. That indicates that things were either even more rushed out the door than we previously thought, or that something in the Settlement code is so fundamentally broken or hacky that they'd need to tear it all out and rewrite it to fix it.

I've heard that you can scrap more stuff with Scrap Everything.

I use Spring Cleaning, but that's mostly because I've heard that replacing Spring Cleaning with another mod will mess up the existing settlements that I've built. I haven't had any issues with cell resets or with it either.

If you look at the game world, there's a number of locations where there's tons of scrappable versions of items where there really doesn't need to be, especially in spots that would clearly be good to set up a settlement. These versions ultimately didn't need to be placed, which indicates at some point they were either going to allow the player to use some facets of the settlement system everywhere, or there were going to be a *ton* of "minisettlements" all over the map. Whatever the reason, it was abandoned at some point.

Definitely. All that there is a totally reasonable way to handle settlements. The thing is, you're missing the important part of that sentence:

If cells were tracked at the simulation level, this bug wouldn't be a thing. The real trick is implementing tracking of player movement between cells in relation Workshop mode, and doing so in a way that doesn't cause slowdown.

According to New Vegas
-Salt Lake city was entirely leveled during the war, there's nothing left. and from what we are told by the caravan guy in Honest Hearts, outside of Zion and New Canaan(which was destroyed by the White Legs) there are no safe places in all of Utah.

-We heard from Legate Lanius that Denver and its surrounding areas were almost entirely abandoned by humans except the Hangdog tribe which he conquered. The city itself is nothing but massive packs of feral dogs so thick not even the Legion could take the city.

-According to Raul, the state of Arizona was so bad you couldn't even trade two miles down the road because it was so thick with raiders. The only known non tribal community was in Two-sun, and Raul treated that as if it was just some small backwater.

-We already got Las Vegas in New Vegas

So what does that leave us? LA? San Fran? Both cities under heavy NCR control and have been for decades now.

There are no outside forces in the region. Raiders, hostile super mutants, feral ghouls, and wild animals have been brought under control, and we know from New Vegas that LA has schools, and is home to the NCRs money printing factory.

What exactly would we DO in games set there? Walk around and push papers in a day job?

That assumes the NCR is still functional. We've seen in New Vegas that the NCR is badly fractured on multiple levels. If Caesar (or even House, really,) managed to take Hoover, that might be the catalyst for the NCR to fall apart. That, in turn, could allow the BoS to fight back against the collapsing nation.

That sounds like a workable setting.

Also, even with the collapse of the NCR, the boS has been so heavily damaged at this point its unlikely they could do anything.

House alone has heard of like 11 or so instances where the NCR effectively forced the BoS to nuke their own bunkers becuase the NCR were pushing thier shit in, and they refused to let thier tech fall into the hands of the NCR.

The BoS in the west was never a large organization, and after losing THAT many bunkers, theres really no way for them to recover to the point of being a threat.

The entire point of the BoS in New Vegas was that the BoS on the west coast were fundamentally doomed due to their backwards ways, even the Mojave chapter's peace with the NCR isn't actually saving them for anything but immediate death.

Making them these big badasses who are actually managing to fight the NCR, no mater how fractured, goes against the whole point of everything they did in NV.
