You forgot to note that her NP is Arts, allowing her to get a lot of NP back if she does a NPAA chain and overcharge her NP to 200% if she has it at 180%.
Also she will be a top damage dealer in raids with the usual Tamamo/Waver team if the next raids are against 3 equally dangerous targets instead of the 1 boss + 2 minions we had in the two previous ones.

Really, almost every servant with an Arts NP is built as a whale servant since every NP increase by getting dupes increase their firepower way more than Buster ones since that Arts typing allows them to spam it so much.
