Keep his ulti a semi-ghost but with front-loaded hp recovery (like lulu/renek/nasus) or mundo-tier regen and actually give him incentive to attack people rather than just running around more (ie applying his w snare if applicable or slowing a similar amount) along with bonus on-hit damage instead of a random AD buff. Maybe give him bonus size and W casting range too

This is a very interesting problem.

You might be tempted to just go aggressive with Q whenever you can hit your lane opponent, which will also damage all of the enemy minions, causing the minion wave to push towards the enemy tower. While the enemy might have some trouble lasthitting under the tower they should be able to safely get at least some of the creeps, and all of the lasthits.

The better option is to try to avoid using Q if possible, and only damage the minions when you want to lasthit. It's a bit more complicated than just that, but the idea is that you want to have slightly more enemy minions alive than friendly minions. This will make the minion wave gradually push towards your tower, but if you tank them in front of your tower, you can get the minion wave stuck (frozen) closer to your tower. This means that if your lane opponent wants to get any farm, they will need to go through you off of their tower, and ideally you can kill them
