Part of it is that the fast-paced, swerving playstyle in low tiers favors casemated/limited traverse guns over turrets, since it means you can almost always get one or two guns on target where a turret without 360 degree traverse would have to turn as much as 270 degrees or more. Since Svetlana's guns have limited traverse, it can bob and weave and constantly have guns on target like the Omaha clones. Kuma has to wait for its guns to get on target if it swings from side to side.

Where you got ptw to inability to dmg is projecting so hard I dont know where to start. The Atagoy is PTW because it lets shit players into tier 8 without having played long enough to learn how to play, and despite inexperience and shittyness, it has enough stuff bolted onto it to make it work. Super torps (as good as the AT tier US DD torps), health potions, which every other nation must get another high tier to get, better guns than the Mogami. Really the only CA I'd rather be in, at tier 8, than the Atagoy is the Mikey Mike, and only because it fits my playstyle better. The atagoy is ptw because the at tier free ships are inferior to it in every way.

They skipped the Pennsylvania for the damn New Mexico (and finally added the Arizona as a prem but this is a class that should have been default) no Nevada class, which is the biggest crime. No Brooklyn Class, no South Dakota Class which is baffling, added the Montana but no Tillman which would have been appropriate to be the vs. Yamato, no Wasp, no Enterprise, no Yorktown, no Tone, ignored almost every CL from the IJN (especially those made for WWII) no Akizuki, the IJN Carriers are almost as bad as the US in missing famous units, with their top tier missing the opportunity of using the Shinano. Tenryuu, Kuma, Yuubari and Katori are all in. Nagara and Sendai are basically just slight upgrades to Kuma, with Nagara being able to handle a seaplane (which Kuma ingame has anyway) and Oxygen Torpedos (which would be hell to balance). The only one of the 5500t CLs you could make an argument for is Naka, since she had to be rebuilt and at least looked significantly different from both her fellow Sendai class and the other 5500ts.

The only two remainders are Agano and Ooyodo, both of which don't have a big case for going beyond Tier 5. Agano is already outgunned by the Omaha (6 x 152mm to 7 x 152mm broadside). And while Ooyodo has an impressive AA suite, there's already a Tier 6 CL that already fills the role of AA Cruiser, isn't fuckhuge (Ooyodo's only 10m shorter than Fusou), has okay armor and also has literally double the number of guns.

While Japan might have the ship classes to fill a tree, it'd be extremely difficult to balance them beyond the mid-tiers.
