They are failing, which is why Radovid needs to die NOW and not later. This, along with opportunity, is why the whole plot is so urgent there.
If Radovid pulls the Hierarch and Temple Guard to his side fully, the underground has nothing on them and will lose no matter their threats. The four of them barely have enough manpower and resources, and by the time Radovid actually takes over it's just Dijkstra and Bedlam with Cleaver only somewhat supporting them.

Cleaver has less power and influence than any other member of the Four and he's more interested in throwing that at Junior than actually going with Dijkstra's plan.
If Dijkstra's assassination plot fails, he at best gets to go back to Zerrikania as he has nothing left to oppose Radovid.
That the whole resistance is wobbly and it relies upon all four bosses working together is kind of hammered in the entire time you hang around them.

Their plan relies on all four gangs working together. The moment Whoreson does his bullshit, Cleaver's priorities switch to "fuck that asshole up" thus leaving Dijkstra and Bedlam alone against Radovid's bullshit.
The plot happens before Radovid takes the city, and is pretty crucial to whether he fails or doesn't, as the moment the actual assassination happens Radovid is well on his way to finish the job.
