Arcane curse actually has diminishing restack time. I know because one game I was dazzle and just kept spamming shadow wave while I had arcane curse on and eventually it wore off faster than my 4.5 second cooldown octarine shadowave could reapply it.

Curse shouldn't be paused completely, only the duration countdown should be paused, prolonging the curse, so that the target still takes damage while it is silenced.

Support should have arcanes, urn, into whatever utility active needed in the game. Blink is great in any game tbqh.
Carry should have midas, blink, BoTs, mjollnir, bloodthorn/daedalus, desolator, bkb/blademail/sheep.
So many items are good on the hero there is always way more situation than on other heroes so you kinda need to think for yourself and according to your game.
