Yes, they planned to kill six people to break the barrier, that's the part Asriel agreed to. But Chara never planned to stop at six, and when Asriel realised that, he immediately began resisting.

People always forget that it wasn't Asriel's idea to bring Chara's body outside the barrier. It was Chara who picked up their own dead body in order to provoke the villagers into attacking which would force Asriel to fight back, persumably having to kill way more than six people. In fact, the fact that Chara's plan involved putting in safeguards to force Asriel to fight, but not to keep Asriel safe in case he doesn't fight, is one more point against them being a good person.

And don't pull off that nervous laughter bullshit. People who are nervous about something rarely bring it up again later in the context of 'Hey! that gives me an idea...'. Not to mention, the fact that Chara laughed wasn't even the most incriminating bit about that scene; They are implied to have admonished Asriel for NOT laughing:

First, Chara must have been living with a Dreemurrs for quite a while, giving them plenty of time to find out. While there are a lot of stuff at Home that have been child proofed, in new home, where Chara lived for most of their life in the underground, this is not the case. As a matter of fact, either Chara or Asriel have been gifted a worn dagger. And even if Asriel is the one who was gifted that dagger, Chara still would have been able to access that dagger. If anything, being able to pretend they recovered so thoroughly seems pretty stealthy to me.
