How about making his shield do a small explosion about the size of the dome when destroyed, kind like how it blows up in the cinematics. It can act like a deterrence for people trying to engage you inside the dome without risk. Keep in mind that McCree is a sharpshooter it's always either a hit or a miss. You have to practice to consistently hit shots. He isn't like Tracer, 76 or Reaper where you just point the reticle to an enemy. The difference between him and other heroes is that he's practically a sniper, whereas with other heroes 50% of your hits come from stray bullets.
I also find that tracking is better than flicking with him.

This is the problem though, he's now useless at close range unless you can get off enough headshots during the stun. He was made to stop flankers like Genji and Tracer but now i find his fan the hammer doesn't do enough damage and I dont have time for 2 headshots before the stun is over. When I play McCree I'm consistently getting killed by fucking Tracers. I'd gladly give up his long range damage to restore his combo.
