I'd argue she's the single best support right now due to her outstanding utility and her passive healing requiring no mana. Pollymorph and pixie dust are insanely powerful abilities, and arcane flare does pretty bonkers damage in the center. When I play memes with my shitter friends who are around silver, I can very easily bait assassins into thinking I'm an easy kill, then just stand there right clicking and Q'ing them to death.

No other healer even comes close to her ability to control the battlefield as aggressively as she can.

Also, I'd argue emerald wind isn't as useless as it used to be. Especially since it buffs your passive heal now. It just requires you to play a little smarter and position a little safer than you're used to with blink heal. The active ability itself can honestly be the difference in a very close team fight since it causes a temporary stop in any hit enemy's DPS while they're being pushed.

W Should be your primary damage and filler.

Its range is great to tag low-health squishies over a wall or other obstacle and watch it tick them to death as they try to run. Feels good to use against Lunara for all the times I've died to that cunt's poisons, even after I killed her.
For Ults, Horrify is the only way to go. 3-second team CC that at 20, makes them even weaker to your drain life.

Literally the only skin that's advantageous and not actively harmful (by making the character more noticeable and therefore more of a target) is Archangel Diablo. His flames and Apocalypse glyph are blue which subconsciously informs people that they are not harmful, causing more people to get snagged.

Neverthless, he is absolutely fun to play and quickly rose to my top 3 warriors. He is the Li-Ming of tanks. If your team follows up on you, you're the tankiest motherfucker with constant resets on your trait, while dealing quite massive damage for a warrior.

Rexxar on the other hand has been problematic since day one and Blizz tried everything they could to make him not only viable, but even playable. His controls are still clunky as shit, but if you get the hang of it, you'll be the CC hell your opponents always dreaded.

1 is always increased speed. It's always great on tanks, and with Dehaka its a must because of lack of mount

4 is always increased essence on hero takedowns, that's what carries him through a teamfight

7 is first actual choice. Most people take reduced CD on W, but battle momentum for Q is also nice and my personal preference

10 always Isolation

13 is the second one where you can actually choose. But only because they're all shit.

16 always increased range on Q

20 is all right, an actual choice, everything is viable
