Okay I fixed this problem and the problem that comes after.
For the downloading problem just keep re-opening the client till it downloads.
For the "unable to complete version check" problem that happens when you press "play" afetr having download the update and logging in just close the client, go to the folder FFXIV is in , locate the launcher, open properties, make it go with compatibility mode Windows XP service pack 3 and run it as administrator.
It worked for me, might work for you.

Assuming that you want to do RP, you're going to have to deal with cliques and inexplicably popular people getting a free pass to be bad etc. unless you are in with a really tight crew. Like a bunch of people you used to play tabletop with or something. That said you should join a rp fc, or just talk to people out in the world and meet them that way. Also look on rpc or whatever sites people use as well as PF and attend events. Some (but not all) people go to shit like that specifically to meet new people to RP with, and many RPers like starting new stuff or bringing in new people (sometimes to their detriment).

If you just want friends generally I have found it's easiest to make them doing content. Especially if you put in some work and are competent at the game. I am slightly extroverted though and it's real easy for me to talk to people if I am in the mood.

Sometimes the download is the hardest part other times its a sign your gonna be one of those teleporting motherfuckers with a red "im having internet problems" I sometimes get in dungeons who cant dodge out of aoes for the life of them because of the lag.
Only one way to find out for sure.
