That will not do anything from year to year. You know what destroys companies beyond any sort of repair? You know what drives good devs away? Long periods of time and no progress. In fact scratch that, that drives people away. So many gw1 devs have already left and people hired for gw2. One new fractal a year isnt going to cut it. It's a post 80 leveling system. You don't have any difference in stats but instead you gain exp to train masteries which allow you to do certain things in HoT maps (gliding, using environmental things, gaining access to vendors).

You need some sort of progression system to encourage players to use the new maps and the mastery system is a great concept. Sure, they didn't do a good job of making the masteries interesting and fun but the concept as a whole is way better than having a gear treadmill and an exp sink for an increased level cap.

You just gain exp. Do adventures, hero challenges, and map metas daily for the biggest rewards. You'll need to get mastery points via achievements so try to work on those as you gain exp. Again, the way they implemented the system was kinda bad and it did end up gating content and areas behind masteries.

I was hoping masteries would give you things like minor combat advantages over enemies or resistance to environmental effects. Maybe mastering one of those exalted masteries would give you passive hp regeneration when you are near Tarir or an active pylon. Mastering some chak related mastery would let you travel without encountering those chak ambushes.

Itzel poison should have been a nuisance when you were in those areas, not an instakill. Leygliding should have allowed you to shortcut your glides to get to places faster, not gate you out of hero points and map completion.

It's hard for me to give an unbiased opinion since I've been playing since launch and only semi-quit recently. I'd say it depends entirely on what you want from an MMO. There's enough content in the f2p version to experience what PvE has to offer and determine whether you enjoy it enough to drop $40.
It may be hard to gauge if you find yourself liking PvP more than PvE though. The expansion adds a significant amount of power creep and the base professions barely compete with their elite specialisation counterparts so keep that in mind.

I'll say it's worth a try but don't hastily buy the expansion.
