You have a very broad definition of situational and long stretch then. Situational would be using stuff like Surprise Dunk/that fist slam move on stunnable mobs. Long stretch would be using Bandersnatch to attack and utilizing the last attack to dodge an incoming attack. Everything I mentioned are just things you'd do for damage in common situations of mobbing, bossing, and clusterfucks of both.

Actually TATK JB FI/BO with Zirenheit was fairly strong, you could cancel into elemental burst very quickly off a cast or just charge gear and keep element. It was good for proccing statuses to whip out PAs with Chase active.
Later on with main class weapon boost TATK FI/BO was completely btfo by SATK BO/HU so rip.
Would a FO or TE casting BTFO you? Well, yeah, if you didn't use PAs. If that's what you mean, yes, techs do very little damage, not enough to be considered usable in XH unless you're some sort of FO/x or TE/FO. I dislike that as well.

In Zirenheit times FI/BO technique damage was quite legit compared to the "average" gear available.
They provided the "benefit" of setting you up for a TechArts PA, while also (along with Ele. Burst) providing a chance at Status Effect to get advantage of Chase Adv. Regarding bossing, LB had you covered.
Too bad candy-like availability for 13s and main weapon bonus promptly killed that shit.

There are some PAs with are nigh useless like Starling (tons of iframes but barely any damage against most bosses and any mob) but ones that are truly like that are far in the minority. JBs do need more PAs if they're going to continue to be shitty TATK weapons forever (which SEGA appears to not care about).

You do have quite a bit of freedom when it comes to the bouncer tree and could move points around into breakstance if you wanted to just use 1 element of DBs on everything. On the hunter side you could invest into automate, or go all in on satk ups to squeeze the maximum amount of damage out of the class, depending on your preference.

Assuming they'll ever fix TATK jet boots I'd agree with you. But they've made no effort to at all, so there's that. I'm not the very first person you were discussing this with at all, but there could be a few PAs.

One thing about jet boots is your best damage comes from Gran and Vinto. Problem with this is, many bosses seldom wait to be hit by vinto, and some bosses like Bayari or Diabo have weakpoints that Gran will miss in most cases. So you spend a lot of time trying to chase them down with Gran (if they twitch or attack Gran continues attacking air or the wrong part after they move and that's no bueno) or going for Strike Gust instead, which is a low dps gear building move.
A divekick PA that does significantly less than vinto, more DPS (but not really because it spends gear so it's more a spike) than Gran and puts all its damage in one strike derived would be perfect for sniping points on mobile bosses, while also not invalidating a well placed Vinto in an optimal situation. Gran is still better for gear building and overall DPS as well. Situationally, a PA like this would make JBs much more useful against certain bosses.
The normal version being a tracking AOE is good for a certain thing: catching up to mobs. Say you're in a TD and a bunch of Dagans and Predicahda have spawned. You have to Gran over there and cancel into Moment or Vinto underived asap, blowing a lot of PP to do alright damage. JBs should be good mobility weapons, so why not a dynamic entry sort of attack? It's not always optimal since on mobs like Goldrahda you'd be stepping through their super armor into their attacks (Vinto ungeared would be better here) and on mobs with high HP that can be blown back you might cause a party more trouble than it's worth. Otherwise, though, a great option to have.

Now before you say 'but the base 4 PAs cover all of those bases well enough', that's really not the point. In the best of situations you're already at spawn moment galing trash mobs. In the best of situations you can land Vinto and Gran all hits on Bayari or Diabo weakpoints without any real downtime. The best of situations doesn't always happen, especially in an mpa. PAs that excel in frantic situations are already aplenty in this game and exist for a reason. PAs that do two jobs somewhat well instead of being the best at just one exist in this game for a reason.
Should TATK casting as a not FO or TE/FO be fixed? Fuck yes it should. But it's not going to be, and unless they get off their dumb asses and give boots some actual casting skills (that don't become OP stacked with /FO or FO/) there's reasons that people feel the only 'good' build for boots as current is lacking in PAs.

Yes, you could do better by min/maxing your leveling and joining a 4 player party using boosts, but the LQ was the CASUAL PLAYERS option of just joining in, getting some exp/levels with minimal effort and no partying required.

Not everyone wanted to do AQ's, not everyone had the gear to do them, not everyone wanted to find others to do them with. Some people liked being able to hop into an LQ and level off classes at any time with minimal effort. This is what LQ's were.

The LQ fullfilled its purpose, right now the LQ has no purpose at all thus:

Instead of removing Automate, why don't we do the sensible thing and reduce the % that it restores HP by? So like at max point investment, Dimates heal 70% of an actual dimate =~42% This way you both burn through mates quicker and you can still be killed easily if you're careless with mates remaining (there's many attacks that deal anywhere between 40-90% of a HU's HP in this game) . It does relieve the downtime you need to heal all the same, so it's not useless either, and would let you live through some dangerous super armoring through PAs on a few targets/weak attacks.
