Warrior is hard to level for the same reason why there are so many shit hunters, its one of the most basic classes so it will attract a lot of noobs who dont know how to talent / play it.
That being said its certainly lacking tools in the early levels, as a reward its one of the most rewarding classes at 60, no matter if you go pvp or pve

orc if you want to pvp / fury for raid, tauren if tank
human if you want to raid as dps, nelf if tank, and every ally race has a merit for pvp
