The quote isn't referring to poise, it's referring to the poor way in which communication with the community has been handled with regards to poise.

To recap:
A CE user found a way to enable iron flesh's unstaggerable effect and created a table for it

A rumour spread that this table was an "on-off switch" for poise, and that poise was somehow simply in the game files with a boolean variable switched to off

This rumour spread because reddit is gullible as fuck, and reached the point where multiple independent users emailed BAMCO to inquire as to the status of poise

BAMCO community reps from different regions gave different answers, likely without consulting one another or Fromsoft

One reps response, which amounted to the stock "thank you for bringing this to our attention, we'll look into it" was taken as evidence of poise being disabled

The "poise is turned off, we've been had!" rumour spread to the point where it became such a PR disaster that Fromsoft had to step up, around BAMCO and inform the players directly that poise is in and working as intended

It fails to dispel the rumour completely and people continue to smoulder with resentment because the flippant "working as intended" answer still doesn't tell us exactly what poise does.

In other words, the "we aren;t proud of how thinsg were handled" refers to the PR disaster surrounding Fromsoft and Bamco's inability to dispel a false rumour about a tertiary game mechanic and the resentment provoked by their unwillingess to be forthright with their players.

At SL100 you might as well go to 120, you will constantly encounter them.
But for a pyro to really shine you may as well take him to 130, nothing will change activity-wise. Just up your VIG to 44 and ATT to at least 30, 35 if you can. Don't think you need that fuckton of endurance, you won't get extra casts until like 30 of it, it's simply not worth for a caster.

Under no circumstances should a japanese developer that operates solely in japan be forced to address an international audience because their international publisher, who gains exclusive rights to international publishing as part of an agreement which involves community management and PR as responsibilities, failed to manage the international community and public relations.

The first "working as intended" announcement from Fromsoft was pure damage control, and it was damage control because the people actually responsible for handling substantive questions like "is poise turned on" and "what does poise do?" had failed so fucking utterly to do their simple jobs that the developer was forced to step up and do it for them.

It's actually mind boggling how blatantly bamco fucked up such a simple thing. It's no surprise they can claim that it's "on their agenda" because DaS3 is very likely the last time fromsoft and bamco will ever work together again.

At SL120 typical pyro build murders a person even with a completely minmaxed quality build with 44 VIG in 3 vestiges casts while having comparable health, powerful backup weapons and enough slots for a nice pyro setup that enables mixups. 80 damage per tick fire surge is extremely powerful as well.

Meanwhile you are in the range where a typical quality build is already possible (just 27/40 STR/DEX, who cares when CCS is better in two hands) while having massive disadvantages in terms of damage, vigor and shit spell selection.

Wow, I don't know where you took math but it must've been easy as fuck. An 80 pyro has an advantage over the 80 quality due to spacing and damage per spell the vestiges at 30/30 due enough damage to hosts and phantoms that it will easily make up for the "low VIG" even though 30 with Life ring +3 or RoF+2 gives any 80 build plenty of health because they aren't dealing with people who do 300-350 a hit with a broadsword as opposed to 40/40
Also, I think you're assuming that 80 is for fight club bullshit, it's not 80 is for high level invasions, the only people that care about fight clubs is /dsg/ and it's the same people everytime they aren't fun or interesting, invading with an 80 pyro is hard to deal with and I should know because I've only lost twice with my 80 pyro using those same stats and I've taken on ganks almost exclusively.
I don't do garbage fight clubs because I ain't interested in Ds3 being """""competitive""" I play Ds3 for the fun of invading and at 120, I don't invade people anywhere except pontiffs for FC's

BKG used to have a great WA when you were unable to get out of the wombo but now it can't finish properly but that doesn't at all make it bad, still has excellent power and spacing potential. Some part of me is glad that storm curved has like 100 less AR than carthus, if that thing dealt more damage it would be ridiculously overpowered given its length and combo potential.

Card Captors is undisputed the number one right now. Huge AR (465 on hollow quality), range, bleeds, buffable, excels in a hollow quality build for even more bleed and has an Anti Parry weapon art.

Washing Pole comes second. Hollow quality 27/40/40 gives it 450 AR, making it a fucking monster. It's running R1s can counterhit for up to 800 damage. It's not very good to deal with turtles though, slow bleed buildup and can't really combo the R1s. It has even less moves than Card Captors.

Third is Gotthards. It just does fucking everything. Stab pokes for a gorillion damage? Check. Fast and longest range Longsword R1s? Check. Anti parry weapon art? Check. Ridiculous phantom range on L1s? Check. It's just a monster and coupled with bloodring it's bound to make someone lose their composure with how gay you can be rolling around being invincible. It has good hollow scaling too, gets 20 more AR on a 27/40/40 than on a 40/40 regular.

Honorable mentions to

Lucerne. It's just ridiculous. Thrust damage on everything, and the way thrust works in this game with leo ring and you losing thrust resist on attack recovery. Plus it has glaive moveset, so it's also braindead on top of that. Lowest stamina consumption in the class either. Doesn't get much from hollow quality. But going 40/40 and forgoing the luck points into endurance means you can spam 2HR1 harder. It's basically an auto spacing tool of fuck you and 1k damage counterhit combos.

Estoc. Although the nerfs hit it hard, it's just not as braindead as before. You can still combo 2 hits and back away, or just poke people. Estoc packs a punch with counterhits going up to 500 damage. It's so fast you can see an UG weapon attack startup, attack them and roll away before the attack comes out.

Hierarchy hasn't changed much.
AGS rolling attacks are still treated like R2s, even though the damage type has been fixed, so they still do huge damage
Propaned has the highest pure physical AR at 40/40 as well as the best moveset
Lorian's is really good as the spammable self-buff adds enough to compensate for being split damage
Lothric Knight has the crazy synergy with resin/bundles and LB.
And the rest can best be described as a direct downgrade to the above.

You'll never actually land a hit against a competent player with any of them and all of their WAs are useless.
