Depends on the game, in both sides. CSGO isn't anywhere near as difficult as a 1:40 in SM64 120 star, ever. The sheer dedication and lack of ability to fall back and rely on teammates in a longer speedrun is just brutal. There is literally 0 break in a proper mario speedrun, maybe handwiping seconds during portal exits.

But if you mean like streemerz versus starcraft or something, then yeah esports is gonna be more skillful. streemerz is a, despite being fun game, VERY simple, especially as a speedgame.

That's not entirely dependent on the frequency.
It's if it's accepting NTSC.
Most TVs can accept NTSC and those that don't can still display 60Hz most of the time.
NTSC is a television colour standard, just like PAL is.
If you use RGB (be it over SCART or BNC) you can override the NTSC colour space (or PAL) and still be able to use 60Hz despite your TV not accepting NTSC since it's its own colour space.
Most PAL TVs can accept 60Hz, even those that were made in the 80s (from my experience at least).
