I would go to Balmung honestly. Excal will probably have what you are looking for too, but Balmung is much more populated so it will be easier to find a group.
I was looking into going to Excal and was told that since it's so late in the content cycle I wouldn't be able to find a static, and that the raid community there is very insular. You can find plenty of groups on Balmung right now, they just won't be that good. There's some solid crews there though just not really anyone doing cutting edge progression outside of a few groups. Still though I am like a mediocre player and get asked to rep for groups or get people clears all the time, LS invites, etc. If I played on another server I think I would be struggling to find people to play with and would probably have to resort to associating with thread rats. But on Balmung it's real easy to find people to do stuff with.
The trade-off is that you will play with some really bad players, and people in the thread and sometimes DF will make fun of you for being a roleplayer or a shitter or both.

Regen doesn't typically tick for 2800 HP.
But that argument is stupid anyway because Stoneskin is never used as a substitute for healing - you would use Clemency and get at least double the effectiveness if that's what you wanted.
Stoneskin is useful on PLD because it's a free 10% boost to eHP, multiplying with every other eHP increase, that's available completely on demand, in addition to every available healer GCD.
If you can't find good uses for that then you're just sort of shit.

Everyone is splintered, there's groups of people who post here in a few fcs. They're decent enough places, but sort of stagnant and not where you would go if you wanted to do current content (the kind that you can't solo queue for in duty finder, anyway).
That being said I have yet to find a normie FC where I can just log in and start a farm for a current ex primal. People go out of their way to project this image of being nice and friendly and open so they let anyone join. Then the content-doers wall themselves off in circle jerks and let the casual or newer players languish aside from the occasional pity learning party. I guess the way around this is to make a micro FC with like 6 or 7 people, or join an "elitist" shithole and carve out a niche for yourself, but I'll never get the money for a house to start my own fc.

Well, that makes it a bit hard to warrant moving there in general then. I could just use DF on my current server, but I'd rather find a place that I can join a decent FC that does things from time to time. I've dealt with situations like that where players will create another group within the Guild that does content in a static, that doesn't care to let new players in and so on. I understand why people don't help, I definitely refuse or stay silent in fc chat from time to time. I've only got X number of hours to play and I want to do Y and Z, I'm not gonna take the next 3 hours and teach these people two phases of a fight. Fresh learning parties are extremely common for every new primal for at least a month after release, and happen frequently enough that you can easily get a clear right up until the release of the next patch, if you even remotely give a shit about actually clearing instead of crying about 'elitists' when your third learning party fails to clear.
The actual reason why most good players get what they want from a fight and then won't go back in without being paid is entirely because SE has decided to put the game on a permanent content drought, where there's only ever one new EX trial per patch, which prevents them from building any sort of longer-lasting reward structure, the way they did with Primal Focus in 2.1.

The Savage scene is pretty autismo, becomes a lot more accessible once the nerfs hit. Honestly the normal modes of the raids are funner, you get to do a decent fight with randos who may or may not be brain dead. The gear you get from raiding makes that raid, and everything else in the game, easier, which lets you shoot for speed clears, try for DPS high scores, do fights with fewer people so you can make money selling it, or simply give you the satisfaction of being able to clear something easily that you used to have to give 110% in to just barely clear.
It's the same reason why people like leveling up and upgrading gear in any game with character progression, even though it's usually technically possible to complete the game at level 1 without any upgrades.

It's not purposeful, like nobody says "well now we don't have to run anything with anyone else in the FC" when you make the group LS, but because of how gearing and raiding works in this game it's often a better use of your time to just run most things within your group, and sometimes it's just timing, two people still need to do exr after raid so they go and don't ask anyone else because they just talked about it on voip.

There are basically no situations where a 4-man Savage encounter wouldn't be almost exclusively the domain of a Warrior tank and Scholar healer, and the situations where that wouldn't be the case would have to be so tilted in one direction as to be impossible for a non-Paladin/non-White Mage to complete.
Ninja would just be straight-up useless for pretty much any high-end 4-man encounter, because they're balanced around the party contribution they bring to an 8-man group. MCH and BRD would fall into the same situation in most types of encounters, SMN would either be useless or overpowered. Et cetera, et cetera.
This game's balance is overwhelmingly targeted toward the 8-person Full Party group. It absolutely shatters if you go below that in a situation that actually puts performance demands on you.
