Your mission completions won't get taken away, planets are just temporarily locked. You have to complete some transit relay event (we don't know what that will be, could be like a mastery test or something) to get them unlocked. Yes, the MR4 requirement should be kept as-is. But as for the rest, no. The clan should accept those who failed the WarBros application but should not throw them into the clan just because they failed the application. That'd mean the clan is nothing but a garbage concentration dump.
