Pharah and Winston/Roadhog are pretty much a given nowadays and nobody else is willing to swap off to counter them so I either get raped by ebin pharmercy or see all my backline die to winston.

Mei is pretty good against them as well. Pharah not so much unless you have good aim, but she can definitely persuade Winstons to fuck off and she survives the Roadhog hook combo because her ice shield activates before Roadhogs melee hits.

Having good aim is the hardest part of the game and obviously a lot more important for some characters than others. Winston vs Widowmaker for example. In general the more the character relies on having good aim the harder it is to actually perform your role well, which is why terrible Widowmakers who do nothing all game are a dime a dozen but it's really hard to fuck up playing Winston.

Tracer needs good aim AND is extremely fragile, so you need to be zipping around and aware of your surroundings. Hence the high skillcap. Good Tracers are almost unkillable because they use their mobility so well.
