Which makes as little sense to you as it does to me for the reasons you stated. Maybe he means taking over Terumi's new vessel, but that'd be stupid. In fact, Hazama said 'even if you use me as a vessel, you don't have the power to complete your objective'. Hazama himself isn't all that powerful either, so what good would him piloting a weakened Terumi or even his Hihi'irokane vessel do?
Hazama himself isn't very strong and he seems to imply that the inhabitor of the body determines its strength.
I think there's something we don't know about Hazama that has to do with Terumi's spiel about the monster of imaginary numbers at the end. That or the fact Hazama's body is an Azure Grimoire.

For one, Terumi's Act 3 could easily be before Hazama's. Terumi is extremely exhausted appearing in Hazama's Act 3, and it would make sense for this to have been after Terumi's, because Terumi gets really fucked up after fighting a complete copy of himself in his Act 3 ending (he's coughing and hacking just like in Hazama's, where he's doing that nowhere else. Plus you have no reason as to why Terumi is beat up otherwise here).
Lambda's Act 3 demonstrates that Relius did kidnap her. Kokonoe straight up asks Relius what the fuck he did and Relius says nothing. Then he basically repeats the whole 'maybe I should kill Ragna' thing to piss off Lambda, which this time results in Lambda breaking her safety lock Relius installed.

Terumi needs a 25 meter DP in CF. It doesn't even have to be a good DP, it could be 500 damage and 2k max CH followup, he just needs one that doesn't cost 50, and thus 100 to make safe.
For a character with such awful counter pokes and priorities and a terribad CA, you'd think they'd give him a way out after nerfing Messenga to be strike vulnerable throughout.
Instead Azrael gets a DP, because fuck you.
Yes I know there's many more characters that need buffs but I'm going to gripe about mine and there's nothing you can do to stop me the residual salt from watching Zexo astral Kaqn twice might have something to do with it

And what's so bad about the thing in the video? In CPEX most characters with DPs would do at least 3k in this situation. In CF they just equalized OD reversal for characters with and without DPs.
Now i personally think that OD reversal is pretty dumb and that when you do cancel overdrive it should be autoguard with throw invul instead of full invul (and EA should be autoguard too), so that it would only be possible to catch uncacellable moves with cancel OD, so that only normal OD entry would be good reversal tool and that would give options to attacker to bait it. But that came up in CP, not CF.

The problem with the EA is it's unpunishable on block and if you force them to whiff it's still unpunishable. So you have a reversal that's entirely unpunishable and every character has that. That's the most braindead thing I ever seen in a fighting game.

It's punishable if you jump above opponent fast enough as he does it. If you would look at high level play you would see people punish, even if rarely. Also you can backstep it and then continue pressure and opponent would lose burst for nothing.
The thing with it is, it consumes your burst and ends your OD. Saying that it's braindead is like saying that burst is braindead because it can get you out of combo and pressure and it's literally impossible to bait in many situations.
