The history of 'model guns' as opposed to airsoft guns (in a western context) is a bit different like that, especially in how they were made right after the war.

In terms of depicting high school students with Real Shoot-Guns, Naoto had one in P4 and that was okay, so it hardly seems crazy that they'd be using modified 'replica' guns.

Still not quite as raw as the P1 characters picking up guns from an abandoned police station, but I don't think it's a "these are magic guns that only work in the shadow world" sort of thing.
