That's not in any way "full multiplayer" then.
There's also no warzone, warzone assault, warzone firefight, etc.
And you can't even play it with random people on PC. They have to be on your Xbox live friends list.

The primary usage for it is to make forge maps on PC for the larger playerbase on console.

The play anywhere program. One unified ecosystem between Xbone, W10, and Scorpio. They will all have games that you can play on all 3. When you own one on one, you own it on all 3.
One set of achievements for all versions, and you can pick up progress on one version or another.
And yes, they share multiplayer communities, just not competitive multiplayer. So for example with Gears 4, console and W10 players can play horde, customs, and campaign together, but not matchmaking.
