Followed installation guide to the letter, but getting this bs obscure error that basically returns 0 results on google and does not exist in the wiki.

Tried reinstalling, tried updating, all result in the same error. Basically the game throws this in my face no matter what I do. When I try to run CM3D2x86 through japanese applocale which is what the install guide tells you to do, so I'm not making any obvious dumbass mistakes here.
