Probably Sonic Heroes, if I'm honest. If it's guilty of resurrecting Shadow for no more reason than to set up the next (and arguably, far worse) game of Shadow the Hedgehog, then it can go sit in the sin bin. Heroes is arguably the start of the decline of the series right the way up until Unleased, or Colours if you want to be picky.

Besides, the only actual echidna characters in SA1 were Knuckles, Pachamac, and Tikal. Everybody else was basically a prop. If Archie tried to make a new echidna character based off of one of those living props, Penders would think they were ripping off his "completely original IPs" and sue. Even if it got thrown out of court, Archie would still have to hire lawyers and pay said lawyers' fees with money that they really can't afford to spend right now.
