i've seen that a lot as well. loomis is kind of a meme but his knowledge is legit. it's just a lot to process especially if you're new to the more technical side of art.

but you kind of need those technical skills to do even simple doodles though. i don't really know what to tell you beyond that. i guess draw what you see, not what you think you see, study your favorite artists and subjects, and keep practicing.

It's a lot of rambling. It boils down to the fact they thought Undertale had no 'bizarre artworks', such as scat. After they found it does have said types of artwork it somehow planted the idea of an Undertale universe set in the style of Rugrats, with all of the characters being babies except for Asgore and Toriel.
