with covops skill below IV, astero has better scan bonuses
with covops skill at IV or V, buzzard has better scan bonuses, as well as one more midslot for more scanning upgrades

astero has much higher tank and dps, and is much more expensive.

they are equivalent for hacking, so if all you're going to do is relic and data sites without npcs, buzzard is cheaper.

astero is able to kill other explorers, which (like in Rust) can be a faster way to get explo loot than actually hacking things. also it can run certain combat anoms and up to 3/10 ded complexes for certain races of pirates. The buzzard cannot do these things.

incidentally (this is tangential to your question but just so you don't think the astero has a strict superset of the buzzard's abilities) if you are *only* scanning, like if you live in wormholes and just have to get the chain opened today, the buzzard is considerably better than the astero.

So I've been exploring for about 5 hours total. I have never discovered a single data or relic site in a system, only wormholes/combat sites/gas clouds. Of the WHs I've found, 9/10 of them have tons of people and shit inside which makes it impossible to proceed without a cloak. Of the 1/10th remaining WHs, only about a third have data/relic sites inside, and only half of those aren't sleeper sites.

And some of those non-sleeper sites are apparently too hard to hack for a new player?

If you are brand new, you will get killed in low/null/WH, but the only way to git gud is to learn by doing. Learn to use dscan, learn to scout throoughly before hacking. Even without a cloak, you are relatively safe if you do everything right. The only thing a covops cloak saves you from that is sue to kill you in a non cloaky is bubbles.

It starts being fun when you stop doing Data and Relic sites in high sec. Data and Relic sites are only valuable in Wormholes and certain parts of Nullsec. Fit up a t1 Destroyer with long range guns and an Afterburner and go do some Combat sites (you scan them down just like dat/relic sites). Some of these will pop up with some fluff and a rating at the bottom, the easiest is 1/10, the hardest in High sec is 4/10, you can do everything up to 3/10 on day one in a T1 fit destroyer. You could try some 4/10's but you've got a good chance of dying in those. Also high sec is farmed to shit, if you want to find sites, you need to look in systems that aren't on the beaten path. The best systems are usually bordering on dead areas of lowsec, nobody goes through them so sites spawn and don't get completed.
Best bet for a newbro looking to make some isk early on is train to a Confessor with T2 Beams and all scanning skills at IV, this takes about 3 weeks total, a Coercer is fine in the interim. The Confessor is arguably better than a Stratios for sites below 5/10, doesn't require drone or Cruiser skills and is one fifth the price.

You don't need a cloak in Lowsec. There's guns on gates, and in a Frigate or Destroyer, you can evade anything that can tank the guns. That being said some fags will sit on a gate in a passive tanked Battleship with smartbombs specifically to kill newbros so watch out for that. Lowsec is a great place to learn the game, and also a great place to make you first billion isk or two. A lot of people do Exploration combat sites, but most do it in Cruisers, particularly Cloaky Tengus and shit in low/null. These ships can't enter plexes below 4/10, so there's tons of 1-2-3 plexes around in more isolated parts of lowsec.

certain ship types can set more fitting aside than others. for example minmatar ships with autocannons, lowest tier autocannons use ~0 grid. also drone ships - they usually have powergrid for you to put something in the highs, but lots of fits make do with basically empty highs
things with lasers, hybrids, missiles or artillery can't usually do this

and oversized prop mods are stupid because they break damage application (most obviously vs missiles, since you don't need to be good at pvp and get transversal or anything, you just hurrdurr in a line and then take no damage) and make you unreasonably hard to tackle
