Is Cagliostro really worth it? She's gonna be far more useful to the team when she's level 100, and that takes a very long time.

Even when she's level 100, her skills cooldown, especially the staples one to buff the team (her 2nd and 3rd skill) are very long (7 turn downtime for 2nd skill, and 6 turn downtime for 3rd skill). She'll be very good if combined with Superstar and Ygg Omega to boost her healing abilities, but that's for endgame, and i still rank 50 now.

So, if i need a healer for my earth team, i think getting Bishop class is more worth it than using Cagliostro.

The only SSR I have are from start dash, surprise tickets, and star gacha. I used star gacha to start, then surprised to get a team going. Then I used the first surprise ticket to make a full team. From there every other SSR has been an accessory.

I just rolled 70 and started at 10M. I rolled 20 at the last legfest.

So his 94 doesn't even seem unplausible.

I also just rolled all the premium tickets and starter town tickets on my 10m alts and didn't get a single SSR. I rolled all their 10 tickets though from last month and got a shitton of SSRs. Was about 100 meme rolls though without an SSR (makes me think they actually fuck with the rates during off time). So I would believe that. Of those alts I only had 1 or 2 with more than one ssr. I had 5 different emails, each with 10 salts, so about 100 rolls unless I missed some which I probably did.

For what it's worth, how is the Spitfire buff on Rackam? Would he be worth using over someone like, say, Sutera, Teena, Lina, or Gemini? Or is he total shit still?

Their tier list uses the same scale for all rarities. 8.5 means "This is better than SRs", so it's not actually that big of a compliment. Having a 51% win rate in most games is reason enough for a character to obsolete any cast beneath them that doesn't have a separate niche, so your comparison to Rackham should be all the 9.0s that fill up his damage slot.
