But, assuming it's so cold that it's detrimental to humans through exposure alone, it could just as well be closer to -60 °C to -70 °C.

To answer your question, IF it's due to lack of oxygen you'll pass out after 15 seconds and brain damage starts at around 4 minutes (240 seconds).
Who knows how long if it's due to extreme cold.
