He's not as poorly off as Terumi. He's not AWFUL, but there are some questionable design choices to him. Everything he has is really gimmicky and his Shift Sway, Enhancer and Drive are all only useful in very specific circumstances. He has to work harder for the weirdest things.

He's not absolute bottom-rung like Terumi was, but he's still pretty low-tier. What's funny is that Mori described him as a beginner character, but in actuality, while execution-wise he's not that difficult, the inherent weaknesses in his design make him harder to win with than other beginner-friendly characters.

Please. You might as well talk about purple throws. Average damage for a meterless corner combo for anyone who isn't Slayer, Venom, Potemkin and Faust is 40%-50%, from full health. Effectively it's around 25%-30%.
Also a lot of combos start from RC/YRC, and that makes them that much less damaging.

It always makes me happy whenever I see a Carl get his ass beat in a match. Compared to him, everyone's the underdog, so you never feel like rooting for him.
