>Can the game be considered a full release?
No, for all intents and purposes, KSP should be considered still in early access state. The game is nowhere near being able to stand on its own legs both from a gameplay perspective (career mode is definitely not ready and balanced) and a stability perspective. There are still major bugs and memory leaks that shouldn't exist on a finished game.
>Are there big issues with the game?
Bugs and instability are still real and frequent problems, as with every product still in beta. Ask in thread for details.
>What are the devs doing?
Modified versions of popular mods are being included in the stock game while the game engine is being upgraded to its latest version. The most recent update (1.1) was supposedly going to bring a complete overhaul of the GUI, be 64bit friendly, have a refined physics/heating/aero model and generally perform better. While achieving some of these goals, the game is now more unstable than ever, with many users being unable to use the game at all. An external team with heavily questionable experience (Flying Tiger Entertainment) is being tasked with porting the game to PS4, XboxOne and Wii U, with a release deadline that seems to keep slipping.
>Should I buy the game?
KSP is very enjoyable at first, then it usually needs to be modded to retain some sort of longevity, but doing so may dramatically increase the instability of the game. You will be very familiar with the word "Oops!". The Developers, Squad, have shown many times that they can't handle the project and are trying to squeeze all the money they can with the least amount of effort and with controversial PR tactics. The general consensus at /kspg/ is that you should torrent the game, not because the game itself is unplayable, but because most of us agree that Squad does not deserve your money.

In 2013, Maxmaps took the wheel, pretending to be a marketer / CM / dev to the fanbase, when in reality he was placed in charge of making sure the final product did not scale beyond the $5mil of our money Adrian and Ezequiel were actually allowing to be spent on the development of KSP.
So, with the cancelling of resources and DLCgate, we saw the future drastically narrow down to a point. This shift was embodied by Maxmaps' continually repeated statement that "sandbox is scope complete" -- we must deconstruct this statement to fully understand the multifaceted meanings. This will take time.
What is important is that in this moment a paradigm was created. A paradigm that suggested "sandbox" was a complete iteration of the game and therefore a major milestone. When in fact it was an arbitrary and artificial line in the sand designed to limit expenditure so that the majority of the invested money could be fraudulently embezzled.
By "moving on" to career mode, they created a false equivalency suggesting career and sandbox were two facets of an overall thing. When they failed to deliver career in a timely manner, science mode was added. Another one of Max's failed promises leading to a compromised feature in the game.
After resourcegate and the declaration that Sandbox was "scope complete," we saw all development begin to pace itself based on business deals rather than development capacity. Every update after this took 6 months, and failures to move the NASA deal along quickly enough led to completely mutilating .23 through .24, which would have been fantastic updates chock full of content if half the content didn’t need to be removed to satisfy an NDA.
And then of course, begins the true Max regime of .25 on.

Ending the false paradigm means returning to the mindset of 2013, reopening Sandbox’s scope, and, if the fanbase cares enough, scrapping and redoing career.
I would recommmend Squad "reopen" Sandbox mode and focus on a “campaign mode” next — this was the path they should have taken originally, then used the mechanics from the campaign mode to build it out into a career mode. But instead, Max set his sights on “reputation and funds” and ruined everything about the game so he could say he added a business simulator to it and saved $145 mil for the co-owners of squad to spend on Record Labels and Movie Studios and hookers and drugs. So, what's the earliest you've guys have ever launched an interplanetary mission? The moderately unfucked tech tree is tempting me to send a probe to Eve even before I land on the Mun - I've even got the second-tier engines/tanks to get shit into orbit with.
Also, the fuck is up with the dual executables, now? Will they both work with the same savefiles? Is 64 bit finally halfway stable now? The last two or three versions I've gotten the "deep space kraken" failure when switching back to an interplanetary ship that's been unfocused for a few years. Game crashes, and when I re-start it, the ship is deleted, and any crew on it are listed as dead. Serious fuckin pisser and I suspect it's a bug related to 64 bit.

Still, I wish I could get more data out of it - if I could hit two biomes that'd kick ass. I've already got the Spark engine, but it's got a power/weight ratio of 0.30 with a probe this size on Eve. But it's only 45 science to pick up the first aviation tech, which'd give me those narrow, swept wings that'd actually fit behind the heat shield. Eve's atmo is so stupid dense at sea level... all I need do is scoot the probe a short distance and get it into the "water" and I can pick up two biomes worth of data.

Works decently enough, but it won't do shit for me vis a vis downrange landing control on the first descent. Got 12,000 meters glide out of it after I ditched the flea.
On the plus side I can definitely shield it behind the heat shield, so I can come in with a steeper ballistic tajectory/more accurate landing.

Now, on the other hand I just soft-landed this thing in the ocean - on Kerbin - after a 3.5km glide. Being able to "deploy" the control surfaces to act as spoilers/flaps (maintaining control authority with the reaction wheels) really makes it easy, and on Eve it'll be even easier. That saves me a fuckton of weight; I can use one parachute instead of two.

I really do think this is a case of "mods will fix it"
Specifically, being able to shit well-made and stable modpacks with shit like RSS, Kerbal Konstructs, RPM, and a decently good number of mod parts that widen the possibilities of the game considerably like extraplanetary launchpads and resources beyond an ambiguous 'ore'. Adding more geological features to planets with science incentives would probably help a fuckton as well.

I am running the top 25 or so most popular mods on 1.1.2, including mcpleb
I had a 2 crashes a couple days ago, and a ton of lag while in time warp but only on this ship with a particle accelerator which I think was causing the lag. I went to all the inner planets in a space plane, no crashes. I am building a huge space station and the game only lags for a second when the station has to render in as I approach it with another module. The game seems to run a lot better with big ships. I can make 20m diameter rockets (spaceY and tweak scale) that produce 260kN thrust and they don't even lag.
My PC is pretty good, i5 3570k, gtx 980, 16 gb ram

For those who don't play Ace Combat: It's a giant spaceplane that descends into the atmosphere to maneuver*, then ascends back into space. In wartime it can fire lasers at ground targets which presumably necessitates altering inclination to get into an appropriate location.
Is there ever a case for descending back into the atmosphere to change your orbit instead of just altering it from within space by making the appropriate burn? Any case at all, even time concerns. [i.e. it's far more efficient to wait until apo/periapsis, but it's faster to dip into the atmosphere and use your wings so you can pass over the right location.]
*It stays quite high up, though. In KSP terms it'd be above the souposphere.

There were mods for fallout 3 that people made the best they could because they are not developers, such as the weapon mod system. The new vegas devs just put this right into the game, it took until fallout 4 to expand on it. A lot of the "new" stuff in fallout 4 is just polished versions new vegas and skyrim mods. Bethesda does not even bother to make their games bug free, there are community patches made only months after release and anti crash mods for all of their games.
Developers allowing themselves to be lazy because of mods is a disgrace, make the best game you can and mods will make it stellar. With all this DLC bullshit combined with shit devs using mods as crutches games are so much worse than they could be.
