First I come up with a simple idea, in this case it was purely-robot Foxy, and then I have something that happens, like the guard dying. Then I just sorta build on to it, so I need something to happen before the guard dies, which means I need Foxy to be damaged. Well something must have happened to Foxy in order to be damaged, so I write that in as well, and I need something to fill in the gaps so I make up a few characters and lead towards what I want to happen. By that point I've got most of the story figured out in my head and then it's just adding little things while writing it to ensure that what I'm writing reads nicely and gets the effect that I want out of the story.

In that story I was rushing on time and ended up wasting a lot on the introduction scenes, which ended up making the ending sub-par. So my advice is to do a quick outline first and spend lots of time on the main point of the story rather than the filler.

I'm not a quick story writer myself, as I try to make larger stories with lots of details. It's hard for me to fit things like foreshadowing or possible historical details into a shorter story because there isn't as much content for me to work with. For basic writing structure, sure, quick writing does help out. However larger pieces are concocted differently from a smaller piece, and the format doesn't transfer over as well. The opposite is also true.

First I'd like to point out, at least to me, the difference between horror and scary. A horror story usually has a psychological aspect to it, where if the reader doesn't think about it, the effect the writer intended won't be there. A scary story is at face value, no thought needed. You read it and you know that it's terrifying; usually imagery is very well played out in those stories. A horror story, while it is a scary story, also has a hidden element that if you think about it should perturb you as much as the gore or whatever. For a movie, a great example is The Silence of the Lambs, where while there is clearly a scary image being displayed, the thought that someone is doing such terrible things is what bumps it up that little bit it needs to be truly horrifying.

So I guess that's my tip, have some sort of unknown that you slowly seep into the text using various literary tools at your disposal. Foreshadowing works great I find, but sometimes people don't pick up on it. Rugrat's most recent comic is a great horror strip, while the imagery isn't particularly scary, the thought of him having to fight his own nightmares every day is what evokes that feeling of terror inside.

Go with what scares you. If there's a story that spooks you think on what about the concept or the wording makes it a good spook. Then think of stories that don't hit the mark for you to get a feel for your own style and dislikes.

There's also a difference between horror and simply scary. The former requires build up, suspense, foreshadowing and even misdirection to pull off well while the latter relies more on a careful balance of grisly imagery, pacing and reaction to what's being done.

I don't know the full situation but that sounds more like the source of aggravation being Librarian's behavior not suiting a 4chan (ok, 4chan lite here) environment. If an artist wants to not lewd a character they create people usually respect that or at least tolerate it. But at the same time there's a sort of unspoken rule that anything thrown on here CAN be drawn by others including in smutty situations. Stickfox had 34 drawn, MT Bonnie had 34 drawn, Dusty had porn drawn, etc. and none of the creators that I'm aware of ever had a fit over it.
