ok I really need to know, how the fuck do people manage to run out of ammo or need ammo bags with NORMAL weapons? I guess I understand if you're using special weapons or custom shells but seriously, I run over 2 ammo drops and I already have 20+ rounds which equal around 12 more ammo drops which in turn equal infinite ammo.

Most non-shitters play with a main weapon for basic cops and have a second one to deal with shields, which means they'll use the same weapon to deal with 80% of enemies. Not everyone is a fucking idiot who brings both and AR and an SMG and has to circle around like a fucking retard everytime a shield appears. Not everyone plays on babby difficulty where you can kill every cop with one bullet. Not everyone is an idiot who sits on his ass and waits for the enemies to come at him to start shooting or runs around the map in the middle of the enemy fire to pick up ammo drops. Being able to camp and hold a position for some time without having to worry about ammo is a fucking huge advantage.

Yeah after a certain level you should be fine. If you're talking of Overkill or higher difficulties, it REALLY depends on the heist:
