I was playing for glory 1v1 on 3Ds (stupid, I know) and I have run into not one, but TWO people who were utterly hopeless players. I reked them every game, but they kept coming back. The first one, used Greninja only, and loved to spam dodge. I must have gone 25+ rounds with him, winning every time. I taunted every chance I got, and did the crouch spam to make him angry (disclaimer: not something I usualy do. This guy was THAT bad..and irritating.) But he just came back, using the same character over and over. I only died if I mistimed my recovery (I was using Corrin) but mostly, I was killing him without getting KOed myself. Eventualy, he left. I think his username was "joe"?

Then, the next day, I ran a real rage inducer: a noob who only knew how to spam. Ugh. This guy was a textbook spammer. He changed characters every battle, (mostly every battle, he stuck with a few character, sometimes) I was, again, reking him every battle, but he kept playing again. I must have fought him 30+ times, and he used every counter/reflecter/spam charater in the cast. From famous spamers like Link and Dark Pit to counter charaters like Little Mac and Lucario, also Zelda, Samus, Kirby, Robin, Mario, the list goes on. Ugh. Eventualy, he settled on Lucario for his Aura mechanic, Aura ball spam and counter...and thats is what he used. I beat him over and over, until eventually, I got careless, and he beat me. (He left right after, of course.) His user name was "pIpe"

So, yeah. I've fought my share of noobs, but these two get some kudos for coming back again and again. Even after I started being a jerk to them. (Although, I would gladly strangle the second one. Lol.)

They're not coming to Smash 5, end your hopes. Smash NX isn't even going to be Smash 5, for it to be a launch title it's guaranteed to be a port of Smash 4.

lemons and metal blade are your two most important tools, use them a lot
lemons are good for stun and keeping opponents from getting in, same with metal blade. lemons have a knockback bonus up close while blades have a lot of setups, learn them
crash is good but shouldn't be relied on as much, it's mostly for pressuring shield-happy opponents and being an extra hurdle for opponents to pass every now and then. clever use of it can make it very effective though
leaf shield is good but situational, it's good for footstool edgeguarding certain characters, busting through most opponent projectiles and getting a little close for grabs. it's slow to start compared to other moves and locks you out of everything except throwing items (blade) so be careful
bair is a good killer, dair a good spike once you adjust to it, fair a good close range spacing tool and nair for standard zoning. uair is a good damage dealer when opponents are above and forces them to go certain ways or eat a bunch of damage, it can even KO under the right circumstances. remember to fastfall after shooting for reduced endlag
utilt is a brutal killer with quick startup but horrible endlag, use wisely. dtilt is good for punishing opponents who whiff a move a little bit too close to you, also punishable on shield but still good. ftilt's just lemons
dsmash is slower than utilt and has worse endlag for the same payoff, only good for reads. usmash deals heavy damage and at low % can combo into itself on some characters, not the best killer but does the job decently enough. fsmash is ok, don't worry about using it too much due to it's startup. makes it easy to see coming

generally your gameplan is to keep away and pelt them with projectiles, but you have plenty of options in close quarters as well to keep opponents off or airbourne. try not to be too aggressive, megaman isn't good at offense like that. optimal distance is usually around 1/3 of FD but can depend on the matchup.

when to and not to use them just comes down to instinct i find, if they're at a distance but too far from them to get hit a one or two shot burst works nice, hell in general throwing out a one/two shot burst instead of the regular triple shot is nice. makes you less predictable
jumping and shooting helps but don't do it all the time, sometimes jumping just gets you caught by a smart opponent.

Learn your Fair strings.
Mash A to Nair out of combos.
Learn your hydrant combos and launch angles.
Learn your fruit patterns, speed, damage, and how they act when you Z drop them.
Abuse your trampoline.
Pellet's make excellent projectile shields and heal you for 1 percent.
Learn your setups for grabs and kills. You have a lot.
And most importantly, don't be obvious about what you're trying to do and don't get greedy with your setups. If you're not comfortable with a setup yet then don't try too hard to do it in a real match, just keep practicing.

I don't know if it's the thing you ask, but you can change the direction of a down smash attack by pushing the pad in the opposite direction ever so slightly.
Imagine the direction on a clock, then if would be 5 or 7 o'clock.
Works for up and normal smash attacks as well.

Theres three concepts you have to understand and keep in mind every time you grab someone

The most important one is DI (Directional influence), and what usually is the first thing people think about when they successfully grab someone. DI lets the opponent adjust the trajectory in which they are sent flying after theyve been hit. And when you grab someone, you are always looking for a follow up to keep the damage comming or potentially kill them, but this can be a problem if the Opponent is DIing properly (often times away to make it harder for you to jump after them)
However, some characters have very fast throws, and if you grab someone fast enough, you can you can throw them before they even react to properly DI, to ensure your combo works properly.

Secondly, pummeling like >>135970881
said, is very useful, but the lower %s the guy getting grabbed at is, the quicker theyll break free of the grab. As a general rule, never pummel when the enemy is below 40%. 40-80% pummel once, 80-120% twice, and 130%+ up to 3 times, assuming your character has an average speed pummel, and not slow like duck hunt.

Finally the last thing you have to keep in mind is: "What can I do out of my optimal throw at this % as this character?"

Some characters simply cant kill or cant follow up after their grabs after certain%s or often not at all. So pummeling is the only thing they can do to rack up extra damage. On the flip side, some character like ZSS or MK straight up kill you from their grabs if they grab you at certain %s and you dont DI properly, so they wont even bother pummeling since itll just give you extra time to DI.

Matchups? Rosalina is annoying. Villagers don't actually take away your fruit if they pocket it, only if they hold it. But they can just Pocket Hydrant, Pocket Key. All you have left is Pellet Shielding.
I hate fighting ROB as Pac-Man. He can just Uair through Hydrant so don't try throwing that out ever if you're at Uair kill percent.

As for stages. I like Duck Hunt because it gives you a lot of space for traps, you can hide Hydrants and Fruit in grass. You can stale your Fair on the ducks for more combo potential or even Z drop your fruit on them though I've yet to find a real useful application for this besides controlling where the dog will pop up.
My favorite trick, however, is tossing out Fruit just before the dog shows up so that it behaves like it was just dropped on his head, ready to get picked up.
Worst stages are Battlefield and Dream Land 64. The platforms get in your way more than anything.
