The scimitar isn't the "best" but it's one of the best weapons to train strength with. The mace gives a prayer bonus and has a crush option. The battleaxe has a high strength bonus and crush as well. It's dependent on your preference.

The longsword and dagger are the easiest to get and are dragon weapons. Dragon dagger can be poisoned and used to spec/poison targets. Longsword is just a stop gap desu.

What they are doing right now is taking control of an account by "recovering" it and then taking all your items and you can recover it back yourself but you're cleaned.

It's just a matter of having an account "secure enough" which is unlikely as the current recovery for jagex is weak and easy to get through if you have any info at all, which hackers can easily get on you.
