Hard-hitting guns like the Evelyn, Blunderbuss and Cannon are obviously muzzle-loaders, so their reload speeds would have been slow as fuck. The pistol, which anon's pic shows can be quick-reloaded with shells, isn't nearly as obnoxiously powerful.

If you could move/dodge while reloading, but not attack, the game would have very powerful natural counters to gun spam

I've found so many weapons but it's still the only thing I've found that I really like. Tonitrus is neat too since it covers enemies weak to elements. I slapped a fire gem onto it too, but I'm not sure if that's a good idea or not. It's been helpful for those brain draining guys.

can arcane builds ever compete with physical builds for dps in PvE? with arcane you have to give up the huge damage boost from both papers, visceral damage, and beasthood (which is huge on some fights) and it seems to just do lower damage anyway. I'm hoping that with good enough gems it gets better but is it always going to lag behind physical even with great gems? the hunter tools are cool and there's utility but the damage just feels so bad

But to answer your question, damage isn't the attraction with arcane so much as the fun of using tools - it gives you more ways to damage your opponent, which gives you an edge in PvE against bosses you can just snipe down without any real danger to yourself. The usefulness in PvP is more up for debate, but tools do allow for a few more ways to attack - a wellplaced augur or sending a brew at your feet against an aggressive opponent can turn the tables quite quickly.
