Playing gw2 is a miserable existence if you no longer enjoy it and if you think it's shit quit for a year or two come back later. Now they released their flagship group content and it basically requires you to have used some external tool or source at some point to know you're playing your class/build to it's full extent.

I had a guy who was consistently making our raid kills slower and all i had to do was play his spec, ask how much he was critting and told him how much i was doing, and he noticed he could be dealing more damage. After that he got interested, did his own research and now he's one of our best players.

It's not like dungeon speedrunners couldn't tell shitters from a glance for years already. If you can't improve yourself without one, a dps meter isn't going to do you any good, you're just plain shit at video games.

Which sigils / runes should I use as a PvE elementalist?

I'm guessing just stack Rune of the Scholar, with Sigil of Force and Sigil of Air on my weapon? Is that right?

Generally yes, but there are some questionable moments.
Like sigil of air. You would want to hit 100% critchance in staff build and you either need to get assasin equip or use sigil of accuracy. This is even more an issue in random fractal groups where you might not have spotter and/or banner. However even in raids you might not get those, depends on your group composition.
Plus I find strenght runes to be better in general gameplay, since you benefit greatly from that might duration in solo pve/wvw and might experience some problems with maintaining scholar bonus in swamp dailiy/raids. But this is my personal preference.

I'll agree with your point that the playerbase is filled with people who think they're skillcapped when they're actually shit, but that's an issue with other games as well.

Rather, i'm thankful for there not being a dps meter since i don't have to watch the excuses these people keep putting up for not doing good in it.

I had a 10 man guild in WoW where i raided for ~2 years with the same people and the guys who were at the top of the meters always stayed there, while the average people just got stuck in the mindset that it's supposed to be that way, and never climbed up. I generally had to avoid mentioning dps to some of the guild officers since they might throw a shitfit about theirs.

I play burn engie with vipers amulet, flame legion rune, smoulder sigil, and the trait that gives burns on crit over the juggernaut trait.
you have to play it very safe and sit behind your team but waiting for people to use thier cooldowns and stealthing behind them with throw elixir s then throwing 10+ stacks of burning that last years is super fun
