Lasers are not in a good spot. They use a large amount of capacitor for basically the same damage as the other weapon systems.
The other problem is that they can only do em/thermal damage.
If you run missions in amarr space, you should be fine though. Rats will be sanshas and blood raiders and those are weak to em/thermal if I remember right.

In fact, CCP has to be extremely careful not to dissatisfy them because a second #burnjita might happen, and if they anger them enough, they might get a whole website's community to shitpost religiously against that game (and also have them mass unsub and join another one).

your "resist negating" ammo only creates obfuscation for no reason purely because you think that if you shoot some fancy ammo into a loki's 90% EM resist that you should negate it and do more than the 90% would reduce.
We already have a "do more damage with appropriate ammo" damage mechanic, its called pick the ammo that does more damage to their weaker resist
T1 armor ship? shoot explosive, base 10% resist only gets you so far even if you try to plug it

How am I? Resistance penetration and citadels are both one and the same - a game update that adds more content and a wider variety of choice, which is one of EVE's most important features.

As if there isn't plenty obfuscation as is. You have to google 95% of the things you encounter in game because learning through experience isn't enough and most in game descriptions are garbage fluff that provides no objective information.
How about then: Polarized Ammo for Polarized Guns. Still sets your resists to 0, but ignores half (so 64 would become 32) of your target's resists. It's not realllly adding content, it's just adding more to something that is way too niche to ever be truly useful.

I'd replace the lasers with more missile launchers
get the skills for T2 armor repairers and T2 drone damage amps, they're really easy to do, drones 5 gives you T2 damage amps and Repair systems 5 gives you T2 medium armor repairs
in your last 3 slots, use a damage control and 2 flavors of the damage types that the enemies in particular missions use. make sure you google the missions to know what damage type they shoot.
mid slots can be your cap rechargers but try to get the meta or T2 ones, also you could use a utility like a target painter which will help your drones hit smaller targets
high slots are your missile launchers and your rigs can be nanopumps and nanobot accelerators to make your repairers rep more/faster
if cap is tight, replace the cap rechargers with one cap booster and use 800 size charges, it costs ammo but its worth the amount since you make so much from L3's and 4's

Don't bother training Jury Rigging and Armor rigging for now. Skills aren't required for actually using rigs, all they do is reduce the drawback and the drawback on armor rigs isn't so bad for ships that already slow as fuck.
I would move Hull Upgrades 4 and Repair Systems 4 up to the top, though. They are without a doubt the most important armor tanking skills in the game. Hull Upgrades V is a massive one, too, but takes 8 days.
