On Peace Isabeau is weaker than the guys unless you level her up past 88. A human horde is at best as strong as one of Lucifer or Merkabah's minions as shown on Anarchy, because most humans aren't that strong individually.

Hell even in the early battle against the level 70 Aniel Flynn does about 2000 damage per attack while she does 500 or so at best. Hell they even sent such a high level boss just to show how outclass Nanashi was at the time and so Flynn and Isabeau could save them.

By battles I meant the journey to Infernal/Blasted Tokyo as well. Not to mention their Jon/Walt routes where Walter alone defeats all the NDDs and the Ashura-Kai in Ichigaya while Jon and Flynn defeat Lilith in Final.

There's also the fact that Flynn never does any Challenge Quests with her besides the story ones. Even Lucifer and Gabby show up to talk about some quests.
